With reference to Treasury letter of the 23rd June, I enclose, for your informa- tion, an audited copy of the Hong Kong Annual Account for 1946/47, together with the report of the Director General of Colonial Audit there- on.

I explained in my letter to Serpell of the 20th May that no form of Treasury Control for Hong ong was finally settled or notified in accordance with the procedure laid down in miscellaneous No.460B and consequently, neither the Director-General of Colonial Audit nor ourselves is required, or can, give any certificate or statement as regarde Treasury authority for expenditure.

A copy of the audited Account and report has been sent to the Exchequer and Audit Department.

A copy of the audit report will also be sent to the Governor for his canments as usual.
